There are many types of bureaucrats. I do admin and what you need is a smattering of bureaucrats who will just pipe up when needed and say some unpopular things. Doesn't always work (believe me I know, probably wouldn't surprise you I'm the guy at the back saying very unpopular things like - change isn't good, good change is good). You need a few too as it is tiring and you need a few perspectives.
It certainly appears from the outside that the way the bureaucracy works in Victoria needs a good shake up. There is something wrong there when it looks like there was no space to question assumptions like contracting out the security, considering the potential impacts etc.
But, things are looking good at the moment. 2 days of no cases makes a huge impact on the averages:
Everything going down, and currently 87 active cases which is good.

Just have to be a bit careful with opening up, but nice to see shops will be able to trade again, some home visits and the like. Main area of concern is interactions without masks which means those home visits are going to be the one to watch and restrict if there are issues.
