So the umpires don’t have any discretion to stop the play based on what they see in front of them? They can only do it when the emergency umpire tells them to?

So the umpires, when Prestia had 3 medical staff attending to him as he lay concussed, and the ball is pinging around them, didn’t have the nous to stop the game because a trainer didn’t hold his arms up in a cross, they only held one arm up. And the game had stopped 4 times for ball ups and free kicks.Again semantics, of course the umpires can stop the game if they choose to but there is a clear procedure as to how it happens if a player is seriously injured and it requires the medical team to initiate it.
In the case where a trainer is attending an injured player and doesn't signal for the game to stop, the umpires are logically going to assume the player is ok and will resume playing in a moment or two, which is what happens in the vast majority of cases.
