I don’t know. Tougher?One thing Hart and KB have over their modern day counterparts is that they could deal with some pretty brutal physicality, something the players of today really don't see at all. On observed form, Hart & KB were tougher. They had to be to survive.
I have absolutely no difficulty with the idea that he will be seen as an equal by the end of his career. 400 + games probably not but 5 premierships is not beyond the realms of possibility.
