Can someone explain the rookie draft to me?

I'm not sure why we are taking two rookies when other teams are taking up to six. 

Is it because the number of players already on the list?
Is it because of budgetary constraints?
Is it because of club policy?

I thought the rookie list was expanded so every team had to have a minimum number of ?? - in order to keep the poorer clubs from being disadvantaged?

You just have to look at the gems that can come out of the rookie system to know you should have as many as possible.

Whatever the reason, we will be disadvantaged unless we have the same number of rookies as every other team.

You can have combination of up to 6 rookies and vets.

We have 2 vets-Richo and Gas so that leaves room for 4 rookies.

We already have 2 rookies, Graham and Howat

So only got space for 2 more rookies to come on board today.
 
So does that mean that clubs selecting 6 rookies today have discarded or elevated all their previous rookies and have no veterans? Or are there different rules for some clubs?. One that comes to mind is the Saints, they have six selections in the rookie draft, but surely Robert Harvey is a veteran?

Just because a player qualifies for the veterans list doesn't mean you have to place him on it. Maybe the Saints have chosen not to have any veterans.

Surely the only reason you would choose to have veterans is due to salary cap constraints, we should not have salary cap issues with our young list. So why do we have 2 veterans, costing us the chance of two extra rookies?
 
Did we receive any money from the AFL? If we did, doesn't the AFL stipulate a percentage of the salary cap that a club must not exceed? Could this be a reason for us having salary cap pressure?
 
SEN discussed the Saints thing earlier, saying that they have two less players on their senior list and are having 6 rookies to eleviate their cap pressure...
 
If you don't have a veteran included you can nominate a rookie to elevate at any time without requiring a long term injury if there's a spot on the list.

Veterans are also outside of the main list, because we have Gaspar & Richo on the vets list outside the main list is allowed us to take Peterson & Collins in the November draft

Exactly!!!

Your are only allowed a total of 44 players on an AFL LIST which is broken into:
38 players on the Primary List and
6 players comprising of the Vetereans List (max. 2) and Rookie List

With Richo and Gas on the Vets list, we effectively have a primary list of 40 players plus the 4 rookies which makes it 44 in total.

This way we can choose from 40 players during the season for senior selection instead of only 38 (if richo and gas were put on the primary list).
Sounds pretty logical to me :)
