Obviously Strauss thought it was out, or at the very least he thought it wouldn't get overturned.
Also I reckon it removes the "orchestrated appeal". Because if the umpire gives it, it will get reviewed and overturned. If he doesn't give it, then the fielding team has to either waste a referral or admit that they tried the con.
It could yet be seen to be the most significant change for the better for many many years.
