extra draft pick for sides not in finals 4 years in a row

With half the competition making finals every year then draft extra draft picks should go to teams not making finals for 4 consecutive years and extra pick for 5 years and six years and so on , that way no tanking talk and all sides not in finals over long periods would certainly build up

That would be known forever as the Richmond rule.

Can we make it retrospective? Just the last 27 years would be sufficient. It would give us 21 priority picks in the first year. Given our rate of attrition, we should be able to find at least another Deledio from that lot.

1995 and 2001 would bugger it up.
