In answer to Q1 yep you can be fined for calling for a head count and its incorrect. Stops time wasting.Tiger74 said:Two matters on this:

Takes about three seconds unless the original confusion gets out of hand.
Legends of 1980 said:Head counts and the threat of having a score wiped is more of a deterent than a fine is. Imagine it happening in a grand final. The coach 'accidently' has an extra player on the ground. A whopping $15,000 fine, or your score axed? Which would scare the team most?
