University probably did. Well at least, they lost every game, if indeed there were 22 rounds, i dont know.
 
Fitzroy in 1964 and Hawthorn in 1950 finished 0-18.

Hasn't happened since 22 rounds came in.
 
I may be wrong but I think that in 1981, Melbourne won only one game at that was by a point - surely the worst season on record by a side that did not lose every game. Perhaps we are on track to beat that.
