It is very clear that the challenge with players changing clubs is due to the clubs only having to delist 3 players minimum at the end of each year. Most clubs want to keep their 1st two round draft picks so that leaves little room to add existing players to the clubs list. The solution is simple make it compulsory for clubs to delist 5-6+ players each year, this would free up the draft system and place the value of the current players above a 5th or 6th round pick.
