Not so sure about that for two reason, I've seen that rule mentioned for the first time this year, I was fairly sure that is only for recycled players, not for juniors. Secondly, the AFL can have different rules for lengths of contract for interstate players due to relocations.

Not to my knowledge. I think that they have to nominate for which draft they want to enter. You sometimes see cases of where a trade can't be made, i.e. the Nick Stevens deal, and so a club is forced to delist a player as they have no contract with them and the player wants to go elsewhere. That player doesn't have to try his luck in the ND, he can nominate only for the PSD knowing, in Nick Stevens case, that he would end up in the state that he wanted to (Victoria).
