Gerard Healy has mooted a rule change while discussing Dale Thomas' goal being disallowed due to the ball being out of bounds.

Basically his idea is that the foot on the line or completely over the line (depending on which way they decide to make the rule) is how they should judge out of bounds, not by the position of the ball as it is now.

The theory is that when the ball is waist high it's almost impossible to align it and judge if it's part over or completely over the line and there's too much room for error. The game is also getting too fast for 2 boundary umpires to keep up and it's almost impossible for a goal umpire to adjudicate a ball on the line 30 or more metres away.

I'm usually not in favour of rule changes but I think this has merit and could be tested in the pre-season comp.
