Richmond City CC already play there. Would need a large influx of funds to make it suitable for district cricket. Plus it's in a different local government area (Yarra as opposed to Melbourne).
To my knowledge the RFC actually pays the City of Yarra to hire Victoria Park, but there's a difference between taking someone's hire fees and providing them with a permanent home.
