Rounds 1-17 everyone should play each other once. Then rounds 18-22/23 should be what you suggested top 6 from the previous season play each other a second time, same with the middle 6 and bottom 6. Its not the greatest but It’s fairer than the current system plus if the season needs to be shortened due to covid like last year it fairer than it currently is

For many years the VFL had an 18 round season with 12 clubs.

The fixture was simple, you play all clubs once, and 7 of the 12 clubs twice.

The clubs you played twice were rotated so that over a number of years each team would play each other team the same number of times.

Then they went to a 22 game season which solved the problem.

They need to bring this back. No seeding, no fixtures based on previous year's performances, just rotate - you play 17 teams once, you play 5 teams twice and the 5 teams you play twice will rotate such that over time you even out the number of games you play against each team.
