That was a low, even in the context of a government that is so low they could walk under a snakes belly with their umprella up.Or the $400 million odd to that very small Great Barrier Reef organisation that no-one had ever heard of (mates maybe?)

They had to spend money on the reef because they had neglected it and done nothing for so long. The lack of funding was starting to hurt politically nationally and internationally. They had to get some decent dough out the door so the PM could sayin public 'we have spent x $ on saving the reef', but the way this party works is to undermine and try to destroy anyone who is remotely critical of them. Of course, the reputable and best organisations, James Cook Uni Marine science, the GBRMPA know what is going on and had been very critical of government policy and inaction on the reef.
Solution? give the money to a tiny group that hadn't even asked for it and weren't equipt to handle it but who hadn't been critical, because as you say nobody had heard of them. Result? Short term political benefit for the coalition, terrible sub-optimal spending impact when the condition of the reef is critical and it needs all the help we can get.
In footy terms it was a bit like giving the captaincy of the AA side to Jack Madgen. edit, actually worse than that, he gets a game, think someone who has never played a senior game and nobody has heard of.
For me it is the most clear and obvious example of how this government do not care about the national interest and only care about scoring political points and holding power.
